MINUTES OF THE PARISH COUNCIL MEETING OF
MONDAY 18 JANUARY 2010
A MEETING OF LONGNEY AND EPNEY PARISH COUNCIL was held on Monday 18 January 2010, at 8.00p.m. at Longney School
PRESENT: Cllrs. Chamberlayne, Dempster, Finzi, Godwin, and Williams; District Cllr. Littleton; County Cllr. Blackburn; P.C. Mackie; and three residents

DECLARATION OF INTEREST IN ANY ITEM ON THE AGENDA: None
POLICE REPORT: A meeting had taken place on 15 January 2010, attended by P.C. Mackie, Cllrs. Dempster and Godwin, Arthur Daley from Gloucester Athletic Club, and a representative of U.K. Athletic Club, concerning the organisation of the race which will take place through the Parish on Sunday 24 January 2010. Two other planned road races have been moved to venues outside the Parish, although this is reported as not being due to objections from the Parish Council. This race is being held in memory of the runner who died during the event in 2009. Promises have been made of better organisation, with health and safety issues being given greater consideration, and has been limited to 300 applicants. Adhering to rules, including that the runners are to keep to the right hand side of the road, will be closely monitored, and any contravention will be reported. The national representative considered that too many races had previously been organised in one location. P.C. Mackie praised Cllrs. Dempster and Godwin for their handling of the meeting. The frequent occurrence of cars being burned out in the locality was questioned, and P.C. Mackie requested that if a car is seen in the process of being burned, a 999 call should be made as there is then a chance of catching the culprit(s) returning to their home ground. P.C. Mackie asked for views from residents on issues/problems in the Parish which the Police can consider dealing with. The Chairman thanked P.C. Mackie for attending the meeting and particularly for his help in tackling the problems caused by the road races

MATTERS ARISING:
TREES IN CASTLE LANE: No date has yet been arranged for the work to be done, and no reply has been received from Moreton Valence Parish Meeting to the request for a contribution to the cost
GLOUCESTERSHIRE AMBULANCE SERVICE: A request had been received for OS references for each property, to be checked against existing records. Cllr. Dempster will contact the Ambulance Service to ask whether GPS references, which are more easily obtained, would be more relevant, as to work out OS references for each property will be very time consuming
THE DONKEY POOL: Rosie Woolley from Gloucestershire Wildlife Trust had telephoned the Clerk with suggestions for tidying up the Donkey Pool and surrounding area, including the removal of overhanging branches and the creation of log piles for insects. She suggested that financial help would be available from Stroud Valleys Project, and that she would request a copy of the previous proposal, made by Jane Willmott, while she was working for SVP as a basis for a current plan. She has also spoken to Mr. Chapman who has shown interest in having work done. A reply will be sent stating that the Parish Council will support a proposal for reinstatement of the donkey pool, but since he has shown interest, it will be up to Mr. Chapman to approve what should be done.

SDC - ADVANCE WARNING OF CORE STRATEGY CONSULTATION: Information will be sent, as requested, for a contact for the Parish Newsletter
SDC - MEETING WITH PARISH COUNCILS: A presence at this meeting was discussed and agreed that it would not be made on this occasion
GCC - TALKING TRANSPORT - GLOUCESTERSHIRE’S LOCAL TRANSPORT PLAN: Cllr. Finzi will complete the questionnaire on behalf of the Parish Council
GLOUCESTERSHIRE POLICE AUTHORITY - CONSULTATION EVENT: Cllr. Finzi will send a reply on behalf of the Parish Council, a copy of which will be sent to Cllr. Blackburn
GRCC - YOUR COMMUNITY EMERGENCY PLAN: The Parish has its own Emergency Plan, which has proved itself during the recent snow, when a message was sent out resulting in the snowplough having good access through the Parish enabling the road to be cleared on the first morning of snowfall
WHITMINSTER PARISH COUNCIL - SEVERN VOICE INVOICE: Councillors approved the signing of a cheque value £7.20 as a share of the cost of the September meeting
DISTRICT COUNCILLOR’S REPORT: Councillor Littleton reported that a site near Stonehouse which had been outside the development area has been given planning permission for a number of dwellings after appeal, opening the way for other similar sites to be given planning permission. The District Council is proposing a 1.9% increase in Council tax for 2010/2011
COUNTY COUNCILLOR’S REPORT: Cllr. Blackburn reported that the County Council proposes a 2.3% increase in Council Tax for 2010/2011. A consultation is in progress on the possible closure of the Vale of Berkeley College, which would create pressure on the remaining secondary schools in the south of the County. The list of preferred bidders for development of the waste disposal site at Javelin Park has been reduced to four, and the method of waste disposal will be decided in June 2010.

VILLAGE PLAN:
a) GARDEN SCHEME: The shredding of Christmas trees in the Parish should be considered for Christmas 2010 as the garden group has suitable equipment
b) HIGHWAY MAINTENANCE: No further information
c) EMERGENCY WARNING SYSTEM: An invoice is expected as cost has been incurred
d) VILLAGE DESIGN STATEMENT: This is in progress
e) LISTING OF THE VILLAGE POUND: No further information
f) DONKEY POOL: Dealt with under matters arising
PLANNING: There had been no new planning applications or permissions or refusals. A question was raised about the use of mobile homes and the need for planning permission for them was discussed
OTHER MATTERS FOR DISCUSSION
NEIGHBOURHOOD WARDEN REPORT: This will be e-mailed as part of the correspondence
NEWSLETTER: The possibility of merging the Parish Council newsletter with the Church newsletter will be investigated by Cllr. Godwin
BROADBAND: The grant for connection to Cotswold Wireless is still available to new subscribers, and a reminder will be circulated via the newsletter. The need to widen the band will be explored
DATE OF NEXT MEETING: The next Meeting of Longney and Epney Parish Council will take place at 8.00p.m. on Monday 22 February 2010 at Longney School
